Public procurement is one of the biggest economic levers in public administration. In Germany alone, around 500 billion euro is spent annually through procurement procedures. However, a shortage of skilled workers, complex regulations, and lengthy manual processes are hampering efficiency. Digital solutions enable public administrations to work more efficiently by simplifying processes and relieving skilled workers of administrative tasks.

AI-supported document generation enables standardized, transparent, and verifiable tenders in a fraction of the time previously required. “Our AI solution complements human expertise by automating routine tasks, thus freeing up more time for strategic decisions,” says Sascha Soyk, founder and CEO of GovRadar GmbH. GovRadar is an AI-powered SaaS solution that helps public contracting authorities make procurement processes more efficient and improve the comparability of bids without removing human expertise from the process. Over 280 public contracting authorities, including the Federal Office for Infrastructure, Environmental Protection, and Services of the German Armed Forces (BAIUDBw) and the Bavarian State Ministry for Digital Affairs, already use GovRadar to accelerate their procurement processes.

Cloud technologies are essential

Smart software engineering is at the heart of GovRadar. Artificial intelligence complements and enhances the solutions to create the greatest possible benefit for public administration. “We focus specifically on technologies that make sense for the respective application and are widely accepted, rather than blindly following every hype,” says Sascha Soyk. Cloud technologies are essential in this context. “In view of shrinking budgets and rapid technological development, no public authority can afford to maintain the necessary computing power and infrastructure for modern AI applications itself,” says Sascha Soyk.

Security and data protection concerns are often the focus of attention, which slows down the introduction of new technologies. Transparent data protection concepts and confidence-building measures can increase acceptance of digital solutions. “The best solutions emerge when government agencies and startups engage in open dialogue to identify pain points, discuss solutions, and gather continuous feedback. Only through this dialogue can practical, scalable solutions emerge that are both accepted and enable sustainable improvements,” says Sascha Soyk.

According to Sascha Soyk, pragmatic procurement processes, standardization instead of isolated solutions, and the courage to innovate are three key factors for driving digitalization forward in a sustainable manner.
