Coalition agreement 2025: New perspectives for digital mobility

In its Coalition Agreement 2025, the new German government is placing a clear focus on digitalisation as the key to transforming the mobility sector. Intelligent networking, automated driving and digital infrastructure should ensure that mobility becomes more efficient, climate-friendly and user-orientated. In our news blog, we provide an overview of key measures and political objectives.
Autonomous driving: Model regions as real-world laboratories
Germany is to become a global pioneer in autonomous driving. To this end, the federal government wants to:
• promote model regions for autonomous driving together with the federal states,
• reactivate the German Centre for Mobility in Munich and expand it as a network centre,
• create legal and infrastructural framework conditions that will bring autonomous vehicles into everyday life.
The overarching goal is to transfer autonomous driving from the laboratory to regular operation - safely, networked and practically.
Data as fuel for intelligent mobility
In future, data will play a central role in the control and optimisation of new and established transport solutions. Plans include:
• the use of mobility, vehicle and toll data for traffic control and infrastructure planning,
• the improved networking of modes of transport through digital platforms,
• the opening up of existing data sources for public and private stakeholders.
These measures strengthen data-based mobility solutions and enable more effective passenger and freight transport.
Digital progress on the railways
Rail transport is to be further digitalised in the coming legislative period:
• The rail network is to be equipped with digital interlockings and the European Train Control System (ETCS),
• Financing is provided by the Climate and Transformation Fund (KTF)
The aim is to make rail transport more efficient, punctual and resource-friendly. Digitalisation thus goes hand in hand with the expansion of climate-friendly transport alternatives.
Smart public transport for all
A digitalisation push is also planned for local public transport:
• Introduction of a nationwide digital ticket structure with a focus on the Deutschlandticket,
• a modernisation pact with the federal states to drive forward the digitalisation of local public transport,
• standardisation of payment systems and expansion of the charging infrastructure to increase user experience and acceptance.
Smart networked public transport is to serve as the cornerstone of a sustainable mobility infrastructure - in both urban and rural areas.
Future technologies and new forms of mobility
With its coalition agreement, the German government wants to promote new technologies and mobility services:
• Legislation will be opened up to innovative approaches such as maglev trains,
• digital planning procedures will be made more efficient with the Natural Areas Requirements Act,
• technical innovations such as intelligent charging infrastructure and networked transport planning will be prioritised.
These decisions emphasise the will to further develop mobility in a systemic and sustainable way.
The coalition agreement shows: The new federal government has also set ambitious goals in the area of digital mobility. Dynamic legislation and effective implementation will be crucial to the success of these measures.
