The threat situation: cybercrime in public administration
Public administration in Germany is increasingly under attack from cybercrime. Cyber attacks, especially ransomware attacks, have increased significantly in recent years and pose a considerable threat. The Federal Criminal Police Office (BKA) recorded over 130,000 cases of cybercrime in 2022, with the damage caused by such attacks rising to over 200 billion euros. Cybercrime not only causes financial damage, but can also massively impair the functioning of public services. In affected municipalities, for example, it is often not possible to pay out social benefits or collect tax payments. This underlines the urgency of prioritising and continuously improving IT security in public administration.
The challenge: shortage of skilled labour and complex SAP® infrastructures
Public sector organisations are suffering from a growing shortage of IT specialists. Many authorities do not have enough qualified staff to meet the constantly growing demands on IT security. The secure operation of complex SAP® systems requires specialised knowledge that is increasingly lacking in public administration. At the same time, the complexity of SAP® infrastructures in public administration is increasing. The integration of new technologies increases the demands on employees' expertise. These developments present IT departments with major challenges, as they not only have to operate existing systems, but also ensure that their staff receive ongoing training. There is a lack of personnel capacity for the development of digitalisation strategies and the design of digital processes and therefore a lack of time to make the administration future-proof.
