The program of Smart Country Convention 2025 is taking shape and we’re focused on tailoring an unique congress with the most forward-thinking speakers. Our program includes a global community of industry leaders, city authorities and urban innovators coming to Berlin to bring the event’s tracks to life on stage at the congress. Could you be among them?

Do you have a project that could have a game-changing impact on cities and regions? Do you want to showcase and present your authority as a federal state, region or city perfectly? The Smart Country Convention is the must-attend event to help you move forward on the topics of smart cities, smart regions and eGovernment. We invite you to participate.

The Smart Country Convention is entering its eighth edition and will bring together administrations, politics, the digital economy, associations, start-ups and science at the Berlin Exhibition Grounds from September 30 to October 02, 2025.

Do you have a pioneering digitalization project from the public sector? Once again this year, we want to draw special attention to courageous and practice-oriented projects and invite you to actively participate in the debate. Take the opportunity and become a speaker at #SCCON25.

The Call for Speakers is addressed to:

Practitioners from all disciplines and all levels of the public sector

Researchers from universities, institutes and think tanks

Requirements:

You have an innovative and practice-oriented topic from the field of digital administration or smart city & smart region

You can present your project and the most important results live in 15 minutes

What do we expect from you?

Guidelines for submission

The Smart Country Convention is the leading digitalization event for the public sector and will take place from September 30 to October 02 at the Messe Berlin Grounds. On seven stages, experts will address current issues relating to smart cities, smart regions and e-government.

  • Our Call for Speakers offers the opportunity to present forward-looking ideas and solutions to an expert audience from the federal government, federal states, local authorities and companies in the digital sector.
  • Our Call for Speakers invites you to participate in the debate on mobility, cloud, energy and administration for sustainable and smart cities.
  • Standard length of presentations will be 15 minutes.
  • Abstracts have to be submitted exclusively online via the application form.
  • The deadline for submissions is Friday, May 02, 2025 (23:59 Berlin time, standard time zone: GMT/UTC + 01:00).
  • The focus is on giving courageous and practical projects the attention they deserve. The Call for Speakers is therefore aimed at:
    • Professionals from all disciplines and all levels of the public sector
    • Researchers from universities, institutes and think tanks
  • With this Call for Speakers, we are looking for practical contributions that stimulate discussion of the topic and enrich the knowledge of the participants. We kindly ask you to refrain from marketing presentations.
  • The abstract is limited to a maximum of 1,000 characters incl. spaces
  • The title should be short and meaningful (max. 100 characters incl. spaces)
  • The abstract should outline the problem, describe the solution, explain the practical value and underline its relevance for the public sector.
  • A strong focus and thus an important factor for abstract evaluation is the submission’s relevance to practical applications.

  • Digital participation and accessibility
  • Digital administrative services
  • Skilled workers and digital skills
  • AI and data economy
  • Municipal best practices
  • Mobility & energy
  • Sustainability
  • State sovereignty and cyber security
  • Transformation of procurement
  • Networking technologies

Language

Papers can be submitted and presented in German and English.

  • Political decision makers and policy makers
  • Experts and specialists from the digitalization industry
  • Executives and managers
  • Scientists and researchers
  • Start-ups and young companies
  • The presenter is responsible for the content of the submission and its compliance with the European regulations regarding data protection, copyright and ethics. With the submission, the presenter also assures that he/she has all the necessary rights of use and exploitation (in particular copyright) to the content he/she has provided and is authorized to pass it on. He/she assures that the publication of the content does not violate any third-party rights and indemnifies Bitkom Servicegesellschaft mbH and Bitkom e.V. from third-party claims in this respect.
  • With submission of an abstract, authors give their consent to publishing the submitted data in the conference programme, SCCON online platform and SCCON App as well as on the website .
  • Our SCCON programme team will review and evaluate all submissions and make the decision
  • Notifications of acceptance or refusal will be emailed to the presenters after the reviewing proces
