Expo-Highlight BMWSB: Scaling smart solutions - a roadmap for municipalities

Digital technologies offer great potential for the transformation of municipal living spaces through the use of networked technologies. Smart cities and regions are becoming role models. The 73 federally funded Smart Cities model projects in particular are carrying out important pioneering work as places of experimentation and want to use their tried-and-tested solutions sustainably and share them with others. However, it is not always possible to utilise solutions after a pilot phase in the municipalities, to perpetuate them or to transfer them to other municipalities. The question is how innovation processes from the digital economy can be anchored and transferred in the governance processes of smart city projects. Municipalities want to know, for example: What needs to be considered in a cooperation, which operator models are suitable, or how should the framework conditions be designed to promote transfer and reusability?

This is where the scaling roadmap developed as part of the accompanying research for the Smart Cities pilot projects comes in. It guides municipalities through this process and helps to identify the right steps to achieve specific goals in the area of perpetuation and transfer of smart city solutions, taking into account organisational, financial and economic as well as technical aspects. Access is possible for every phase of the process. Numerous links, references and sources facilitate the overview. The roadmap thus supports the municipalities and promotes the joint development and transfer of municipal digital solutions for smart cities and regions.

The roadmap for scaling is the result of a study by several institutes (Kompetenzzentrum Wasser Berlin gGmbH, Rabe Strategic Urban Planning, Fraunhofer IAO, Fraunhofer IESE), scientifically supported by the Federal Institute for Research on Building, Urban Affairs and Spatial Development.
